TVRC – The UAE’s Leap Into World-Class Veterinary Care
Mansoor Alshiha, CEO of Vet Alliance and the driving force behind Modern Vet, is redefining animal healthcare in the UAE with the launch of The Veterinary Referral Centre (TVRC)—the nation’s first referral-only centre built to stand alongside the world’s top veterinary institutions.

In a market long dominated by general practice—where complex surgeries and advanced diagnostics were often attempted in small clinics with limited equipment—TVRC is a decisive break from the past.
“I envisioned a UAE that could stand shoulder to shoulder with Europe and the U.S., not years behind,” says Mansoor Alshiha, CEO of Vet Alliance. “We needed an institution where the rule was simple: no first opinions, only referrals. No general practitioners, only specialists.”
The result is TVRC—a landmark for the UAE. It is the first clinic in the country to employ internationally board-certified specialists, known as diplomates. Earning that title requires years of advanced training and rigorous examinations—the highest tier of veterinary credentialing. Alongside CT, MRI, and advanced surgical suites, TVRC delivers a standard of care previously unavailable in the region.
“No vaccinations, no first opinions,” Alshiha emphasizes. “Only referrals from other clinics. That’s how you build a culture where specialists thrive and pets get the best possible care.”
Disrupting the Status Quo
Creating a referral-only centre in a market unfamiliar with the model was a bold move. Some vets feared losing clients; specialists wondered whether Dubai could generate enough complex cases to justify the investment. Alshiha, known for long-term thinking, spent a decade laying the groundwork—opening clinics, pioneering advanced procedures, and building a network of veterinarians to supply the referral pipeline.
“Caseload is the gateway,” he explains. “Once you capture the most critical cases, specialists follow. And once specialists follow, the market changes forever.”
Beyond Treatment: Building Talent
TVRC is more than a centre—it’s a training hub for the next generation of veterinary leaders. Residency programs are planned to produce the UAE’s first homegrown veterinary diplomates.
“Launching a referral centre without creating homegrown specialists is short-sighted,” Alshiha says. “Within five years, I want to see the first Emirati diplomate graduate from TVRC. That’s a milestone for the country, not just for us.”
Until TVRC, the UAE had no diplomates—and no local pathway to train them. This initiative positions Dubai as a future training centre for the wider region.
